medical doctor from Croatia - specialist training in the UK

Hi all. I'm a Croatian student in the uk. My boyfriend wants to go to the UK to specialize in internal (general) medicine. Before we start spending money on paperwork we need to check if he would be eligible for core training for doctors here (ct1) because the uk extended the ban this year, if you know what I mean. I'm afraid that if he applies he might have to wait until they exhaust all uk eea ppl from the list before they even consider him. I dont know whether the nhs would provide certificate of sponsorship and consider him as eea when appyling or he would have to go through path of non eea ppl with restrictions to work.
Does anyone have any advice or can point me to somewhere where I can find out more info? Thanks!
